The Manager, Community Engagement and Impact is a member of the Community Development Branch Leadership Team.

The City of Melbourne has a new Community Development Branch that is responsible for embedding community development principles and practice across the organisation. Our vision is to enable a just, inclusive and sustainable society where communities are empowered to meaningfully engage, participate and shape their own city. We are taking a place-based approach to how we understand and work with and for our communities, and look to create more value for community through our everyday work as we drive an inclusive and sustainable long-term recovery from Covid-19.

The Community Engagement and Impact Team is responsible for enabling the City of Melbourne to create more value for community through our everyday work. To do this the team will provide advice and support to project teams across the organisation to deliver more value through building in outcomes related to priority areas such as diversity and inclusion, deeper engagement with community, sustainability, increased community participation and building community capacity.

The Manager, Community Engagement and Impact will lead this newly created team of 6 staff members and set up this new way of working within City of Melbourne. Key priorities for the role will include:

Building a high-performing team that is valued across the organisation for its strong contribution and positive ways of working
Design a service model for the team to support projects at City of Melbourne that maximises the resources within the team to deliver the most impact for community
Develop an assessment and measurement framework to consistently quantify the social value that City of Melbourne projects generate for the community.

The role requires thinking creatively and analytically and an experimental/learning mindset. It involves figuring out how the strategy and purpose for the team can be translated into practical and tangible plans and pilots to test, iterate and achieve intended outcomes. The ability to build relationships with other teams in the organisation and influence decisions in an often busy and reactive environment will be critical.

You can bring (Selection criteria)

Demonstrated experience and/or understanding of the public sector, community development, community engagement, social value creation or other similar discipline.
Leadership: Builds commitment by demonstrating personal conviction; translates organisational strategy into meaningful long-term plans and objectives; motivates and inspires others to deliver against goals. Shows leadership well beyond their immediate team.
Strong stakeholder management and relationship building skills: high-level communication, negotiation and persuasion skills, with the ability to use discretion and judgement.
Proven experience in effectively managing complex projects within a highly reactive and complex environment and ability to take initiative and drive change (demonstrating strong strategic and analytical skills)
Proven experience in effectively managing complex projects within a highly reactive and complex environment and an understanding of the interplay between strategy, operations, support functions, management and governance.
